I share Nathan's concern for empire building. 

Has the Police Board provided a Business Case wherein viable alternatives to a new building are outlined including pro's & con's; what is the total cost for the building project and the break out for design engineering, materials, and construction?  What is the schedule including final disposition of exiting structure?  What is the transition plan – moving into new building?  What equipment can be retained?  And many more questions that a Business Case would address.
