A delayed affordable housing project for seniors in Sarnia has been completed, but at more than twice its original projected cost.

A 24-unit expansion to Maxwell Park Place in Sarnia has reached a final cost of $15.4 million, significantly higher than the initial $6.1 million estimate when construction began in 2022. The final price to build reflects an average cost of about $642,000 per unit.
The project, led by Lambton County, faced multiple setbacks that contributed to the rising cost. Early delays were tied to unexpected soil conditions and the discovery of underground water and power lines that were not included in original plans. Additional pressures came from weather disruptions, supply chain issues, labour shortages and changes to the building’s foundation design.
Midway through the project, the county also replaced the original contractor, BECC Construction Inc., bringing in Huskey General Contracting Ltd. in 2024 to complete the work. The original contractor has since filed for bankruptcy, leaving uncertainty around any potential recovery of funds through previously authorized legal action.
The $9.3 million cost increase is being covered through a combination of increased government funding, a construction bond payment, additional borrowing and county reserves.
Despite the challenges and higher price tag, the three-storey addition is now largely occupied, adding 24 affordable housing units for seniors. The building includes six barrier-free units with support services and 18 one-bedroom apartments, connected to the existing Maxwell Park Place facility.
The project comes as Lambton County continues to address growing demand for affordable housing. A separate 50-unit development on Kathleen Avenue, valued at $16.5 million, remains on track and on budget, with tenants expected to move in later this year.
