City Hall wants to hear what residents have to say about graffiti.

A draft graffiti policy is available for review and public comments until March 15.

The proposed policy seeks to minimize graffiti on both public and private property through engagement, reporting and prompt removal.

But it also recognizes certain public spaces could be revitalized through approved and non-hateful graffiti murals.

At least one city councillor wants to the city to collaborate with street artists.

Coun. Nathan Colquhoun told council last month other cities including Miami have used artists to turn industrial wasteland into beautiful spaces.

“I would love to see the city work with artists in those kinds of ways because I think that’s great for communities,” he said.

The draft policy defines graffiti as defacing, spraying, writing or scratching marks and symbols onto the property of others without consent.

The city wants to work with community members to remove offensive graffiti as quickly as possible: profanity within two business days and tags within five days.

Removing it quickly reduces the recognition those responsible seek and avoids properties from looking unmaintained, the city said.

Graffiti murals, however, would be approved art and could include street signage, street furniture and temporary installations.

Allowing local artists to show their skill and creativity can reduce graffiti vandalism and divert young offenders, the draft says.

Tecumseh Skatepark and Harry Turnball Park were previously identified as areas where non-hateful graffiti could be permitted for artistic outlet, and more opportunities could be found, the city said.
