I did a very quick scan of the Dillon report issued 3 years ago and what stands out is the amount of small repairs required. It would appear they have deliberately not maintained the building in order to build up a case to replace. It would be interesting to see how much was expended over the last 5 years in maintenance.
I know the consultant from my days as a project manager and can assure you they are a competent engineering company, far more capable of assessing the conditions of a building than a police chief & board that lack any technical knowledge.
