Organizations can no longer set up collection boxes in Sarnia anywhere they wish.

City hall has tightened the rule to require permission from property owners with a $250 fine for violations.

Several charities complained after out-of-town operators dropped unauthorized collection bins that skimmed off valuable donations.

The bylaw still requires provincial approval.
