The requested funding would be in addition to the approximately $650,000 the county provides annually as base support. The request is tied to refinancing proposals for the research park’s office buildings, laboratory spaces, pilot plant facilities and surrounding land, which are owned by the county through a community development corporation. Prior to the COVID-19 pandemic, the research park maintained occupancy levels above the 90 per cent break-even threshold. By 2025, overall tenancy had dropped below 60 per cent, prompting a request for increased financial support.

Since that decline, the research park has added new tenants, particularly within its office suites. While overall occupancy remains below pre-pandemic levels, research-specific facilities are currently operating at approximately 85 per cent capacity. Projections indicate the site could return to break-even operations by 2029, depending on financing conditions and continued growth in tenancy.

A $17-million mortgage on the research park is scheduled for renewal, with interest rates and borrowing terms expected to affect near-term cash flow. One refinancing option would require up to $1.3 million in county funding in 2026, while a recommended option would require $845,000 and projects a return to break-even status followed by operating surpluses within five years. County support is expected to be required for several years under either scenario.

The research park was recently appraised at $18 million, with the valuation reflecting current economic conditions and the specialized nature of the facility within a smaller market. Lambton County council is scheduled to review the funding request as part of its Feb. 4 budget deliberations.
